SIAR project, SYMPOSIUM Reconquista 2023

From a problem of water pollution and financing for treatment works, to a productive use of treated effluents that can be financed by international organizations or funds.

A complete project for the collection, treatment and productive use of effluents, to be financed by international funds.

On May 15 and 16, 2023, this event was celebrated in Reconquista, province of Santa Fe, where a memorandum of understanding was signed for the implementation of the “Saneamiento Integral del Arroyo El Rey” (SIAR) project. This represents an opportunity for innovation that integrates a new vision of circular economy, achieving a favorable impact on environmental, economic and social aspects.

In this event, the Symposium entitled “Biomasas Especiales Irrigadas con Efluentes en la Región Litoral de la Cuenca del Plata” took place, co-organized by the Municipality of Reconquista, the Ministry of Environment and Climate Change of the State of Santa Fe, the Municipality of Avellaneda and the Universidad Tecnológica Nacional – Facultad Regional Reconquista.

The event attracted a large audience and was attended by leading national and international experts, who shared their experiences in wastewater treatment, forestation, and other activities related to the project.

The Minister of Environment and Climate Change of Santa Fe, Erika Gonnet, opened the Symposium on special biomasses irrigated with effluents in the Litoral Region of the La Plata Valley.

Conventional methods used to treat and discharge wastewater into water bodies, such as rivers, are considered inefficient, environmentally questionable and cannot meet the current challenges facing cities in terms of sustainable development.

Effluents, due to their quality nutritional content, can be beneficially used for biomass irrigation.

The 92-year-old Agronomist Engineer Aldo Rudi, with whom we worked on several effluent-irrigated forestry projects in Agentina, was the “flag-bearer” of the event. With his many years of experience and one of the pioneers in the country in these concepts, he managed to make all those present aware of the subtlety and benefits of implementing this type of solutions, in all cases of wastewater.

The main objective of the symposium was to generate a space for the exchange of knowledge on the use of industrial effluents for the irrigation of special biomasses in the region. During the two days, the professionals presented their experiences and knowledge, which allowed to deepen in a fundamental subject for the socio-industrial development of the area.

This project will use wastewater from the municipalities of Avellaneda (30,000 inhabitants) and Reconquista (60,000) inhabitants, plus water from the industrial sector of the area, including Vicentin S.A.I.C. company.

An integral projection of works for the collection, treatment and productive use of effluents for agricultural irrigation, biomass production and/or forestation was carried out. Project to be financed by international funds, IDB and CAF. Thus transforming a water pollution problem, and obtaining financing for treatment works, into a productive entity, with interesting investment returns, which facilitates its financing.

Using soft technologies, according to the economic context, and with easy maintenance.

Where a pollution and public health problem is an economic opportunity with social benefits. Providing jobs directly and indirectly with the productive result, such as wood.

The increase of green spaces, productive forests with native forest park curtains, as consequent benefits of the project.

The solution to this situation goes beyond what a single state, municipal or personal entity can apply alone. It involves and encompasses many daily situations in many corners of the basin that are leading to the current situation. So we must take awareness and action from several points of view.

In addition to the presentation of the preliminary project that will be carried out, the interesting thing is the lectures given by the different professionals from different parts of the country and neighboring countries who participated in the Symposium.

The Symposium was divided into two main modules. The first module presented the SIAR project and signed the memorandum of understanding for its implementation, which was televised. And a second module where the professionals who participated in the Symposium gave lectures.

In conclusion, it is important to highlight the simplicity of the solution proposed for this particular project, applicable to any water pollution problem, and a problem of financing the necessary civil works, transformed into an opportunity for productive reuse of the wastewater, in such a way that has interesting returns on investment, which makes it eligible for being financed by international organizations or impact investing funds.

The UNC Civil Engineer, Dino Raffo, presents his Thesis of Laurea Magistrale in Ingegneria Edile with courses at the School of Architecture, Castello del Valentino, at the Politecnico di Torino, in Italy.

Dino shares in his final thesis a complete analysis of the solutions for domestic wastewater treatment.
